The Korean Ministry of Information and Communication recently announced that Korea came in first in the Digital Opportunity Index, a survey done by the International Telecommunications Union which measures a country's level of information technology and telecommunications and the accessibility of relevant services for the general population. Hong Kong, Japan, Denmark, Sweden, Canada, Singapore, Taiwan, the Netherlands, and Switzerland rounded out the top 10.
